liblchown-perl software package provides Perl interface to the lchown() system call, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblchown-perl
liblchown-perl is installed in your system.
Make ensure the liblchown-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblchown-perl *
You will get with liblchown-perl package name, version, architecture and description in a table
